The Newport News Planning Commission voted 6–0 Dec. 3 to approve a conditional use permit that will allow a home-based child care at 192 Colony Road to expand enrollment from four to eight children.
Planner Ms. Okiki told commissioners the property is a 0.37-acre R‑3 single-family lot that the city’s 1 City, 1 Future 2040 comprehensive plan designates for low-density residential use and that the proposed child care B use is consistent with that designation. "The Family Day Home Child Care Facility B is well suited to provide an increasingly needed service to the parents in nearby residential neighborhoods," Ms. Okiki said, and staff recommended approval with 13 conditions, including Virginia Department of Education licensure, a floor plan, a business plan with hours of operation, and a site plan showing fenced play areas and pickup/drop-off areas.
Commissioners asked about operations and traffic. Ms. Okiki and the applicant said state rules for the use permit allow only one nonresident employee; the applicant, Courtney Phillips, confirmed, "So my wife and I both have one car each...so there will be only one car in the driveway through the whole day until I come home." She added that parents may use the front yard grassy area as a turnaround and that Colony Road permits on‑street parking.
The staff report noted site features intended to reduce neighborhood impacts: a six‑foot rear fence that prevents children from entering the roadway, outdoor play limited to twice daily and ending before 6 p.m., and a 61‑foot driveway to provide pickup and drop‑off space. The approval is conditioned on meeting the listed staff requirements; the permit will be incorporated in an ordinance to be reviewed by City Council on Jan. 13, 2026.
The commission’s motion to approve was moved, seconded and passed by roll call as unanimous, 6–0. No public opposition cards were submitted at the hearing.
The commission’s approval authorizes the conditional use to convert the existing Facility A operation to a Facility B operation subject to the prescribed licensing, site plan and operational conditions. The item will proceed to the City Council for final action on Jan. 13, 2026.
