Ordinances - Sidewalk vendors: The council introduced and adopted Ordinance No. 2463 to amend Article 12, Chapter 7, Title 16 of the Victorville Municipal Code to comply with Senate Bill 635 (the Street Vendor Business Protection Act). The code changes remove Live Scan (fingerprint) and other prohibited personally identifiable information requirements from the sidewalk vending permit process. The motion (moved by Councilwoman Irving, seconded by Councilwoman Godin) passed unanimously. - Mixed‑use residential requirement: The council introduced and adopted Ordinance No. 2462 to amend Title 16 to add residential development requirements on mixed‑use parcels identified in the housing element and to correct typographical errors. The amendment clarifies that certain mixed‑use zoning (MU2) requires residential to be at least 50% of buildable area in defined cases. The motion passed unanimously.
Contracts and procurement - Citywide security cameras: Council awarded CC26‑063 to Veterans Communication Services Inc. for $217,794.50 to install 21 cameras at three locations and to add server equipment at City Hall (see separate coverage). - Ridgecrest Road traffic signal cooperative agreement: Council approved a 50/50 cooperative agreement with San Bernardino County to design and construct traffic signals at intersections including Ridgecrest Road and Bluffcrest/Vista Pointe Drive; the City will lead procurement and share design/construction costs.
Change orders and dissent - Hook Community Center flooring (CC26‑061): Council ratified Change Order No.1 in the amount of $36,217.74 (revising the contract total to $76,917.74) to address higher‑than‑expected moisture in the slab and to install an epoxy moisture mitigation system per the manufacturer's warranty. Mayor Pro Tem Herriman voted no and expressed concern that the epoxy approach may not be the optimal long‑term fix.
Other actions - Consent calendar (items 3–16) approved unanimously. - Annual financial reports (ACFR) and related statements were received and filed following a presentation by the independent auditor. - Council directed staff to study the feasibility and budget implications of a proposed city‑sponsored 5K event and report back. - Council approved cancellation of the March 17 meeting due to anticipated lack of quorum.
