Santa Paula council names Carlos Juarez mayor, Jenny Crosswhite vice mayor; outgoing mayor honored

Carlos Juarez was elected mayor of Santa Paula by unanimous vote at the council’s Dec. 10 meeting after Vice Mayor Juarez was nominated and no other nominations were made. The meeting included formal recognition of outgoing Mayor Pedro Chavez. Community leaders and elected-office representatives presented certificates and spoke in praise of Chavez’s year in office. Armando Gonzalez, representing Congresswoman Julia Brownlee in remarks to the council, presented a congressional certificate recognizing Chavez’s “outstanding leadership.” Community organizer Chris Gabriel and Chamber of Commerce Chair Gloria Martinez also offered personal tributes and a chamber certificate.
The council concurrently selected Jenny Crosswhite as vice mayor by unanimous vote. The city clerk conducted the nomination and roll call for vice mayor; the council appointed Crosswhite and Juarez moved forward with ceremonial remarks and member acknowledgments.
The appointments followed the council’s procedural guidance for annual selection of mayor and vice mayor, described in a staff presentation that notes the offices are elected annually by council members and typically serve one-year terms beginning the night of appointment.
Outgoing Mayor Pedro Chavez addressed the council, reflecting on service, community challenges and progress. In his remarks Chavez said serving “has been the honor of my life,” and he urged continued focus on infrastructure, housing affordability and public services.
