Chula Vista — The City Council voted to name the city‑owned permanent supportive housing project at 1160 Walnut “Palomar Point” on Nov. 18, following a staff presentation that described funding, timeline and program elements.
Carlos Rodriguez, management analyst for Housing and Homeless Services, said the property — acquired by the city in October 2023 — will be renovated into 27 studio units dedicated to people experiencing homelessness, with seven units reserved for veterans through the U.S. Department of Veterans Affairs supportive housing program and 20 units supported by project‑based vouchers. Rodriguez said the rehab is planned to begin in January 2026, finish by November 2026, and occupancy is expected by February 2027.
Wakeland Housing and Development Corporation, selected through a competitive process to manage the project and provide supportive services, will operate the site under a project labor agreement that emphasizes use of union construction workers for the rehab. Staff described the project as primarily funded through HomeKey and American Rescue Plan (ARPA) funds, and noted Wakeland’s experience and program retention metrics.
Council members commended the project and noted community input on the name. After council discussion and a motion to select the community‑favored option, the council adopted the resolution naming the permanent supportive housing project at 1160 Walnut as Palomar Point by a 4–1 vote (one no).
