The Riverside City Council on Sept. 2, 2025, approved its consent calendar unanimously and recessed into closed session to discuss items 2 through 5 on the agenda. When the council returned to open session, Mayor Patricia Loch Dawson said, "we had no reportable actions within our closed session discussions."
The vote on the consent calendar proceeded by ward. Responses of "Pass" were recorded for Wards 1, 2, 3, 5, 6 and 7; an unidentified speaker moved to approve the consent calendar and another unidentified speaker seconded the motion. Mayor Patricia Loch Dawson then called for the vote and stated, "Motion carries unanimous." The transcript indicates one councilmember, Connor, was not present at the time of the consent vote.
Public comment had been opened earlier and was limited to the closed-session items; city staff provided instructions for calling in and joining by Zoom in English and Spanish.
