The Saint Cloud Planning Commission completed a full agenda of conditional use and zoning items after its split on the future land use update. Commissioners voted to recommend approval on a series of discrete applications, adopting staffs recommended findings and edited conditions in several cases.
Key outcomes (commission recommendation to City Council unless otherwise noted):
- Alter Academy (Resolution 2025-111, CNU25-00001): Staff recommended approval of a conditional use to operate the Alter Academy (K-12 modular school) at the subject site with conditions including no reduction in parking and an expiration if the school leaves the property. The commission voted to recommend approval; the final tally was recorded as 4-0 in favor.
- Primrose School (Resolution 2025-112, CNU25-00003): Staff recommended approval for a child-care center with proposed capacity and conditions. The applicants agent requested removal of the brand-specific condition; commissioners amended the staff conditions to extend the masonry buffer to the eastern property line and to tie the conditional use to the initial childcare facility that obtains a certificate of use. The motion to recommend approval with edits passed.
- Park rezonings (multiple ordinances): Several city park parcels (including Lakefront Park, Goodwin Park, Johnson Park and Veterans Park) had their zoning updated to "Open Space and Recreation" to match existing uses; the commission recommended approval on those map-cleanup items.
- DMI Business Park Phase 2 (ZMA 2500005): The commission recommended approval of a zoning map amendment to change low-density residential to employment/industrial for the DMI Business Park Phase 2; the applicant described plans for small light-industrial businesses and site buffers will be required at site-plan review.
- Grace Community Church annexation and CPA/ZMA: The annexation, future land use amendment and zoning map amendment for Grace Community Church were recommended for approval as presented.
- Land Development Code updates (table of classified lands and urban infill centers): The commission recommended approval of the conversion table linking county land uses to city zoning and adopted new center-type LDC categories (neighborhood, community, urban, employment centers), build-to lines and architectural standards to support walkable, mixed-use centers in annexed areas.
What this means: Except for the future land use ordinance (which the commission split on), each individually noticed application on the agenda received a formal recommendation of approval from the commission to City Council. Those recommendations will be part of the council record when each item appears for final action.
