"On October 29 ... while she was changing out of her swimsuit and completely naked, the other student deliberately positioned herself to watch my daughter through a gap in the stall partition," said September Shaw, who identified herself as a parent advocating for her daughter. Shaw said the coach initially told her daughter to ask the teammate to stop, and that the incident escalated a week later. She told trustees the district’s Title IX team later determined her daughter’s rights were violated but that the supportive measures implemented were "neither sufficient nor compliant with Title IX standards."
Shaw called for immediate, enforceable safety measures for bathroom access and for future cases to prioritize the harmed student’s safety and dignity. She also raised concerns about delayed family notification (a message to swim families was sent Nov. 6, after the Oct. 29 incident) and said the alleged offender’s disability had been repeatedly emphasized in a way that minimized the harm.
Trustee remarks and the board president acknowledged the seriousness of the allegations and said staff would follow up. The meeting record shows the board thanked Shaw for speaking and said district staff would be in contact to address the matter.
The board did not take an immediate vote on remedies at the meeting; trustees indicated they would coordinate further with administration. Shaw’s request for enforceable bathroom‑access measures and full Title IX compliance was recorded as a matter for staff follow‑up.
