The board also adopted a policy clarifying administrative settlement authority, including a delegated spending threshold and procedures for reporting expenditures to the board within 30 days. Discussion clarified that the administrator may enter settlements consistent with the policy; the motion to adopt the spending authority passed on a recorded vote.
Commissioners approved multiple appointments across advisory and statutory boards. Two successive voice votes — first for Vice Chair Cook and then for Commissioner Seer (Sears) — each produced a 3–3 split. The board concluded that, until a nominee receives a majority, the vice‑chair position will remain unfilled.
