Prosecutor DJ Hilton told the Muskegon County Public Safety Committee that the county is serving as fiduciary for a Michigan State Police grant that funds Trinity Health staff working as a SAFER Team — an intervention strategy to reduce youth gun violence.
"This is is a Michigan State Police grant that we partnered with Trinity Health with, it's called our SAFER Team," Hilton said. He described the county's role as a pass-through fiduciary: Trinity Health provides the intervention staff, Trinity invoices the county, and the county pays Trinity.
Hilton and budget staff explained the county failed to include the FY2025 grant amount in the county budget and likewise omitted the FY2026 amount. Staff asked for authority to make payments up to the FY2025 grant amount and to record a FY2026 revenue and expense line for the anticipated $267,000. Committee members sought clarification about the two figures and whether they were separate totals; staff clarified the amounts are separate grant-year totals and together represent more than $500,000 in grant funds over the grant period.
