Cass County commissioners vote unanimously to eliminate Committee of the Whole; approve consent agenda

The Cass County Board of Commissioners voted on Dec. 4 to dissolve its Committee of the Whole and return to two regular meetings per month.
Chair Jones moved to eliminate the Committee of the Whole, saying the board should "go back to 2 regular meetings." Commissioner Grice seconded the motion. A roll-call vote recorded affirmative votes from all commissioners present, and the motion passed.
The board discussed timing and implementation with county staff. Administrators and commissioners agreed January (with Jan. 8 cited in discussion) is the likely start for the new schedule, though the administrator warned that pending items such as union negotiations, an administrator contract and the master plan might require a special meeting before the change takes effect.
Separately, Vice Chair Lawrence moved to approve the consent agenda (items listed as M-164-2025 through M-184-2025) by roll-call vote. The clerk recorded "yes" votes from Commissioners Lee, Barrera, Marchetti, Grice, Chair Jones, Northrop and Lawrence, and the motion carried.
Board members debating the COW change presented differing views. Commissioner Marchetti, who proposed eliminating the COW, said she favored the change because the board frequently needs special meetings for items that arise between scheduled meetings. "We would still have a meeting, the second or the third Thursday... it's not that we're only gonna go down to 1 meeting," Marchetti said, adding she had discussed the idea with the administrator. Other commissioners defended the COW's role in giving more time to digest agenda items and said it promoted transparency by providing additional opportunity for review. Several members suggested that, if the COW is eliminated, the board should make greater use of tabling to allow more time to consider items.
The board did not identify formal changes to the county code at the meeting; the action was a procedural decision by vote of the commissioners and administrators will set the calendar accordingly.
