City officials attended the meeting to update the Jefferson County Board of Supervisors about proposed annexations in Fairfield’s south side planning area and a draft conservation zoning district intended to preserve culturally significant lands and low-intensity uses.
City staff said annexations connected to development and the FITA agreement could create "islands" of county land within city limits. They described a conservation zoning draft that would require a minimum of 75% open space in the designated district, modify livestock/animal-unit rules (allowing small, temporary assemblies of animals), and explicitly aim to maintain the character of historic sites such as the Mazdani/Maudez Barnes property.
County supervisors expressed concern about losing county jurisdiction and asked that the city circulate draft ordinance language for supervisor and county counsel review before moving forward. The city agreed to share draft zoning text with the county’s Planning and Zoning Commission and county supervisors for feedback. Both sides expressed willingness to meet and negotiate language to preserve historic property protections while addressing municipal growth needs.
