The Jefferson County Board of Supervisors approved adding a catastrophic vacation‑donation provision to the employee handbook to allow co‑workers to donate vacation hours to employees on extended Family and Medical Leave (FMLA).
Staff explained the policy would permit donors to transfer up to 16 hours per donor to a specified recipient who is on FMLA or experiencing catastrophic need. Donations would require signed release forms from both donor and recipient and would be confidential; donated hours would be assigned to the recipient and would not return to the donor if unused. "Any 1 employee can donate up to 16 hours," staff said, and multiple employees could donate to a single recipient.
Board members discussed tying eligibility to FMLA (the drafts did so), whether donated sick time should be allowed (the board declined that change because sick leave is not budgeted), and administrative handling. The board approved adding the donation provision to the handbook by voice vote.
