Jefferson County board adopts salary schedule, transfers ARPA interest and approves library opioid spending

The Jefferson County Board of Supervisors on June 9 adopted a yearly employee salary resolution effective July 1, 2025, moved $262,741.17 in American Rescue Plan Act interest to the county's general basic fund and approved a $3,000 opioid-settlement expenditure to establish a "Read to Recovery" collection at the Fairfield Public Library.
Speaker 1 presented the salary resolution, which lists pay rates for elected officials and dozens of county positions including auditor and deputies, sheriff's office staff, jailers, conservation and public-health employees. The board voted to adopt the resolution by voice vote after a second. The resolution is effective 07/01/2025.
The board also adopted a resolution to transfer $262,741.17 from the American Rescue Plan Fund to the general basic fund, described in the motion as interest and not part of the primary ARPA award; the auditor was directed to record the transfer effective 06/09/2025.
During the meeting the board approved a $3,000 request from Fairfield Public Library to use opioid-settlement funds for a mobile shelving unit and recovery-oriented books for a no-return "Read to Recovery" collection. The library representative said the collection would destigmatize addiction, increase access to recovery literature and could be used at community events; the board asked for an invoice and approved the spending.
Other business approved included hiring a recommended applicant for a county conservation position after interviews, and a certification pay adjustment for a secondary-roads employee who earned a pesticide-applicator license. The board set public hearings on joining the state's ambulance offset (tax-intercept) program and on closing the Belvape Railroad Bridge.

The board tabled a multi-county memorandum of understanding concerning mental-health patient advocacy pending written confirmation that a Behavioral Health Administrative Services Organization or the state will reimburse participating counties. The board adjourned at the end of the meeting.
Next procedural steps: the ambulance-offset ordinance will go to public hearing June 23; the mental-health MOU will return to the agenda after the board receives clearer written reimbursement assurances.
