Speaker 2 read the district’s breakdown and said the request did not ask for a specific county contribution but asked the board for input. Supervisor (Speaker 1) warned about opening a precedent if the county began donating to school fundraisers; Speaker 6 cited constitutional constraints on using public funds for private entities and said auditors could question such expenditures.
"There are three of the Iowa constitution or the general prohibition on public money or any private entities except where the county has a specific type of contract," Speaker 6 said, noting the legal limits and the need for a demonstrated public purpose if county funds were used. Board members suggested alternatives such as private fundraising or donations by individuals rather than a county appropriation.
The board did not approve any county funding for the Pekin School District request at the meeting and asked staff to treat the matter as a non-action item unless a formal, contract-based request demonstrating a public benefit is submitted.
