Jefferson County supervisors voted to award the Libertyville Road paving contract to Norris Asphalt Paving Company LLC (Ottumwa, Iowa) after county engineering reported a single responsive bid of $4,000,008.34, within the project estimate and county budget.
The board moved and approved the award after the engineer said the bid fell within expectations. County staff identified the Libertyville Road contract as project HDP-51 (referenced at the meeting), and noted acceptance would allow work to proceed this construction season.
On a separate procurement, engineering reported that two bids for the Grasshoefer (Grastonbury) bridge came back well above the engineer's estimate (engineer estimate about $650,000; bids > $800,000). Staff recommended rejecting all bids. The board moved, seconded and approved rejecting the bids and directed staff to explore alternative solutions, including converting the location to a low-water crossing or staging a single phased approach to reduce cost.
County staff also described interim work at the closed Paul Avenue bridge: piles and temporary barriers will be placed before full removal scheduled for late February to prevent unsafe crossings by side-by-sides and other vehicles.
Next steps: engineering will return with contract documents to begin procurement for Libertyville Road work, explore lower-cost options and cost comparisons for the Grasshoefer crossing, and present a timeline for Paul Avenue bridge removal.
