County and Fiesta Council report dialogue, adopt ordinance to recognize cultural events in commission chambers

Facilitators described a process of “deep listening,” sharing circles and confidential recording designed to surface common ground and rebuild trust after a public dispute. The Fiesta Council and county staff summarized three themes: preservation of tradition, acknowledgement and healing of historical and cultural wounds, and a commitment to sustained relationship building across administrations.
County staff and Fiesta Council leaders said the ordinance now adopted by the board recognizes the commission chambers as an appropriate venue for celebratory recognition, requires disclosure and safety measures for events, and makes a standing commitment to avoid scheduling regular board meetings on Pueblo feast days. Staff said the ordinance language and accompanying outreach materials were drawn from the dialogue sessions and would be supplemented by public education and a recorded podcast explaining the process.
Commissioners praised the facilitators and council leadership, calling the process a model for conflict resolution and relationship‑centered governance. Fiesta Council representatives invited county officials to join upcoming events and volunteer activities.
