House committee adopts LFC budget for Department of Finance and Administration

Legislative Finance Committee analysts and Department of Finance and Administration staff presented DFA’s FY27 budget recommendations to the Appropriations & Finance Committee on Jan. 14. The LFC recommendation was about $1.9 million higher than the executive recommendation largely because of differing uses of internal fund balances and transfers, analysts said.
Nicole Macias (DFA analyst) highlighted differences in the operating reserve recommendation (LFC $4 million vs. executive $6 million) and spoke about adjustments to revenue projections tied to county‑supported Medicaid and opioid settlement distribution estimates. Secretary Wayne Probst told the committee DFA submitted a flat budget for FY27, citing limited recurring money and the brief duration of the remaining administration.
Vice Chair Dixon moved to adopt the LFC recommendation for DFA; Representative Duncan seconded the motion and the committee recorded no opposition.
What this means: The LFC adoption provides the committee’s baseline for DFA recurring programs. Nonrecurring appropriations and capital outlay related to DFA were not before the committee and will be discussed separately.
