Council awards contract to Iteris to update Local Roadway Safety Plan ahead of grant deadline

Elizabeth Medina, an analyst in the engineering department, recommended awarding a professional services agreement to Iteris Inc. to update and revalidate Cathedral City’s Local Roadway Safety Plan (LRSP). She explained the LRSP must be updated by June 2026 to remain eligible for Caltrans/FHWA safety grants (including HSIP and the next ACIP cycle) and that the federal Safe Streets for All (SS4A) grant agreement was delayed administratively. Iteris’ proposal was just under $50,000 with a recommended 10% contingency, bringing the project budget to about $54,898.
Medina outlined three funding scenarios depending on the timing of SS4A agreement execution: (1) if the federal agreement is not executed in time, the full project cost would be funded with Measure A local funds; (2) if the agreement is executed during the project, pre‑agreement costs would be city‑funded and later reimbursable costs would follow the 80/20 split; (3) if the agreement executes before project start, the full project would be eligible for the 80/20 split.
Council discussed the timeline and the importance of moving promptly to avoid losing eligibility for grant cycles. Council voted to award the agreement to Iteris, approve the contingency, and authorize the city manager to execute the agreement. Staff will monitor the grant execution timeline and adjust accounting if reimbursement becomes available.
