Cathedral City adopts SB 346 implementing ordinance to require reporting by short‑term rental facilitators

Justin Gardner of the code enforcement department told the council that Senate Bill 346 (the Short Term Rental Facilitator Act of 2025) — enacted into Gov. Code 50990 — allows cities to opt in and require STVR facilitators to report specific information to improve administration and enforcement of transient occupancy tax (TOT). "This is an opt in," he said, describing requirements that facilitators provide the physical address for each short‑term rental in a reporting period and the associated city permit number.
Staff said the purpose is to identify discrepancies between facilitator reports and the city's records quickly; failure to provide required data may result in elevated enforcement up to administrative citations. A resident who participated in the original STVR task force praised enforcement improvements and said neighborhoods feel calmer since prior ordinance changes.
Council members expressed support for more efficient enforcement and for taking steps to protect neighborhood character and TOT revenue. The council moved to approve the ordinance adding section 5.96.0.09 to Chapter 5.96 of the municipal code to implement SB 346; the motion passed on a roll call vote with all present voting yes. The city clerk read the ordinance title into the record.
