Board approves one-year animal sheltering contract with Henry County Humane Society for $41,200

The Richmond City Board of Public Works and Safety on Jan. 15 approved contract 125-2025, a one-year agreement with the Henry County Humane Society not to exceed $41,200 to provide animal sheltering services for up to 400 animals in calendar year 2026.
"Richmond Police Department is requesting approval of the animal shelter contract with the Henry County Humane Society in the amount of $41,200 covering up to 400 animals and for a calendar year of 2026," said James Dahl, Richmond Police Department. Dahl told the board the city issued a formal bid packet and "all of them declined to submit a proposal or provide services." He said the city also examined a smaller, 200-animal contract but that updated state requirements for spay/neuter, quarantine and veterinary compliance made the 200-animal option more expensive.
Dahl said a review of intake from October through December 2025 showed 52 animals and that, given projected needs and the updated compliance costs, the 400-animal contract remained "the least expensive and only viable option to the city." Board members asked whether the contract includes a price adjustment if fewer animals are sheltered; Dahl said the vendors pricing for a 200-animal contract would have been higher and pointed to the packet for details.
Board members moved, seconded and unanimously approved the contract. The motion carried with no opposition.
