Richmond awards fuel supply contract to Keystone Cooperative and emergency demolition contract to B and B Construction

The Richmond Board of Public Works and Safety voted Jan. 8 to award two contracts: a citywide fuel supply contract to Keystone Cooperative and an emergency demolition contract to B and B Construction of Richmond, Inc.
Karen O of the finance department recommended awarding contract number 202-2025 to Keystone, the single responsive bidder for 2026 fuel and gasoline for all city departments. "It is my recommendation to award the contract to them with the lowest most responsive bidder, and it is recommended to award fixed pricing," Karen O said, noting the contract would guarantee 142,500 gallons of regular unleaded and 140,000 gallons of premium diesel based on 2025 usage. The board approved the award and subsequently authorized Karen O to sign the contract on behalf of the city.
The board also approved contract number 1-2026, awarding the emergency demolition of the property at 210 North 11th Street to B and B Construction of Richmond, Inc. for an amount not to exceed $35,200. Speaker 4 told the board that the property "has actually been demoed," and reported asbestos remediation is underway on two nearby properties; Michael Excavating is slated to begin work on those properties in about two weeks.
