Council advances airport terminal FAA grant, approves police pay ordinance and refers Primex abatement request

The Richmond Common Council on Jan. 5 moved several ordinances through introductory steps and approved measures affecting airport funding, public-safety pay and economic incentives.
Airport grant: Rodney Mays, airport manager, presented Ordinance 4-20-26, a competitive FAA BIL grant application requesting $1,400,000 for construction of a new terminal. Mays said the grant would cover 95% of the project, with 2.5% from the state and a 2.5% local match of $35,000 drawn from airport funds. Council cited tight FAA deadlines, the finance committee recommended passage, and the council advanced the ordinance to second reading, held a public hearing and on roll call approved the measure unanimously.
Police and fire donation ordinances: The council introduced Ordinance 2-20-26 to allow the city to receive donations for Richmond Police Department programs (training, equipment and community engagement) and Ordinance 3-20-26 to receive donations for Richmond Fire Department programs (confined-space, EMS, hazmat equipment, training, recruitment and a safe-haven baby box). Both ordinances were assigned to the finance committee for further review.
Police compensation: On second reading, Ordinance 42-20-25 — authorizing annual compensation and benefits for Richmond police officers and reflecting a finalized contract with the FOP — received a public hearing (no speakers recorded), a motion for engrossment and a unanimous roll-call vote to approve.
Primex Plastics tax abatement: The council introduced Ordinance 5-20-26, a statement of benefits under Indiana Code 6-2.2-12.1 for Primex Plastics requesting a five-year personal property tax abatement intended to retain 251 jobs and add six positions; the council recommended referral to the tax abatements process for further consideration.
