Board approves multiple contracts, emergency demolition bid and routine claims

At its Dec. 18 meeting Richmond’s Board approved minutes, claims totaling $973,825.48, a pension payroll claim of $241,794.24, an emergency demolition bid at $35,200, a transit study contract for up to $40,000, several service contract renewals, an FOP contract for 2026–2027 and the city’s corporate counsel contract for 2026.
Richmond’s Board of Public Works and Safety on Dec. 18 approved a slate of administrative items including claims, contracts and contract renewals.
The board approved minutes from Nov. 20 and Dec. 4 and accepted claims for payment totaling $973,825.48 (dated Dec. 19, 2025). The board also approved a payroll/pension claim of $241,794.24 (Nov. 25, 2025).
On procurement and contracts, the board awarded the emergency demolition of 210 North 11th Street to B and B Construction of Richmond Inc. as the lowest responsive bidder at $35,200. Sherry Ritchie of Code Enforcement presented the bid tabulation and recommended the award.
Among contracts approved were:
- Contract 1822025 with RLS & Associates (Dayton) for a Roseview Transit professional transit study, not to exceed $40,000. Matt Keller presented the request.
- Contract 1942025 with Countryside Auto for city vehicle collision repairs for 2026 with the option to renew in 2027; staff confirmed the contract covers all city-owned vehicles.
- Contract 1962025 with Patriot Engineering and Environmental for pre-demolition services and environmental inspection at the former Mechanics Laundry site (1002 Northeast Street), not to exceed $3,200; staff said asbestos sampling is expected to take a couple of weeks after the holidays and that demolition bidding will follow inspection and remediation planning.
- Contract 22025 to retain AJ Sickman as corporate counsel for 2026 for $56,492 (48 hours per month), with a scrivener's error in the draft corrected to reflect a termination date of 12/31/2026; Beth Fields said additional hours beyond the contract would be charged to the originating department or appropriate fund depending on the matter.
- Contract 2012025 (FOP contract) for 2026–2027, presented by Kenyatta Cox; most changes were administrative, with substantive adjustments to wage and pension calculations including an increase of the longevity multiplier from 20 to 25.
The board also approved contract addenda to extend existing service contracts (Flow Rite Mechanical and Carroll Electric) into 2026 at current rates.
