Council adopts multiple budget amendments, grant appropriation and transit study funding

The Richmond Common Council approved several budget-related ordinances and related actions during its Dec. 15 meeting.
Ordinance No. 54-20-25, an appropriation amending the 2025 budget, was advanced from first to second reading and then passed on final vote to cover a small property and liability insurance shortfall, which council members discussed as being approximately $2,000.
Amended Ordinance No. 55-20-25 authorizes acceptance and appropriation of a grant described in the meeting as "Pat Patrick Leahy, Bulletproof VAST Partnership." Finance committee members said matching funds were required at the time of purchase and that the source of matching funds has now been clarified. A member of the public, David Carpenter, spoke in favor of the ordinance; councilors voted to approve it.
Ordinance No. 59-20-25, another appropriation amending the 2025 budget, funds a professional-services contract for Roseview Transit. Finance committee members told council the transit work is expected to be a transportation study lasting roughly six months in 2026 to improve transit efficiency; council approved the ordinance by roll call.
Clerk and council members noted Ordinance No. 58 had been removed from the agenda. The council completed final roll-call votes on the ordinances and carried each item by the majorities recorded on the meeting record.
