Velaschin read the digest for R042-25P, which would require county clerks to mail notices that comply with federal and state law to voters whose sample or mail ballots were returned as undeliverable and to mail periodic address-confirmation notices on specified deadlines in odd-numbered years. The draft also authorizes county clerks to request the secretary’s office to mail such notices on their behalf.
Velaschin warned about federal restrictions on routine list maintenance within the 90 days before any election that includes federal candidates. "March 11 is the start of the 90 day blackout period for the June primary," he said, and he clarified that the blackout does not prevent clerks from canceling registrations for people who have died or are incarcerated under applicable statutes.
No callers provided public comment on this regulation during the workshop; the office said written comments had been received and would be considered. The adoption hearing for the package is scheduled for Jan. 21.
