AJ, a city staff advisor, described the changes as updates to remove redundant door notices and to require timely uploads of meeting materials to the city’s website. “We are amending those provisions in compliance with the Indiana open door law and to also timely upload meeting materials into an appropriate document database on the city's website,” AJ said.
Several council members said they had received ordinance materials late and could not open attachments on personal devices; two members recorded abstentions on engrossment and final action citing those access problems. The clerk reported the final tally as seven in favor and two abstentions; the motion carried.
Next steps: staff will implement the revised posting and materials upload procedures described in the ordinance, and council leadership said they would reinforce internal deadlines for submitting ordinances to the clerk to ensure timely access to materials.
