West Lafayette council elections and votes: leadership, rezonings, fees and procurement

The West Lafayette City Council on Jan. 5 took a series of procedural and substantive votes covering leadership, appointments, land-use rezonings, fee updates and procurement authority.
Leadership and appointments: The council elected Larry Leverence as council president (roll call: 8 yeas, 1 abstention) and approved Kathy Parker as vice president (7 yeas, 1 abstention). The council approved reappointments of Katie Bunder to the Economic Development Commission and Rebecca Peters to the Police Merit Commission (8–0).
Zoning and development: The council passed Ordinance 49-20-25 (managed natural landscapes) on its first reading after public comment (8–0). The council also approved Ordinance 50-20-25 (a PRF rezone) following extensive public comment (8–0). Two new rezone requests changing small properties from R3W to R4W (Ordinances 1-20-26 and 2-20-26) were presented by petitioner Ryan Munden; Ordinance 1 passed with 7 yeas and 1 abstention, Ordinance 2 passed 8–0. Petitioner commitments and potential variance requests were discussed on the record.
Fees and procurement: The council approved Ordinance 3-20-26, adding line items to the building permit fee schedule for additional plan-review services and additional inspections to be outsourced when needed (8–0). The council also adopted Resolution 1-20-26 authorizing the use of build-operate-transfer (BOT) alternative procurement for the water resource recovery facility expansion (8–0).
