Allison Seidel, vice chair of the Environmental Sustainability Commission, told the council the application would seek multi‑year funding to support community engagement, contractor time and implementation tasks. “We are asking for permission to apply for a grant up to $100,000,” Seidel said, adding the commission would use the funds for work already listed in the climate action plan and to contract for coordination and outreach.
Council members asked whether a private‑foundation grant required a municipal appropriation before funds could be spent. AJ, a city staff advisor, said some past private grants have required appropriation and some have not, and Seidel said she would confirm the grant’s cash‑flow and appropriation requirements before final steps. Seidel said staff had sketched a budget that would allocate roughly $20,000 for implementation and the rest for contractor or coordination work within the $100,000 request.
After debate over whether to authorize submittal only or to both authorize submittal and appropriate funds immediately, council members voted to engross and take final action. A roll‑call vote was recorded with eight votes in favor and one vote recorded as nay; the presiding officer declared the motion carried.
The ordinance was described in council minutes as an appropriation ordinance authorizing submittal, acceptance and appropriation of the grant. Seidel said the commission would submit the application in December if council approval allowed it to proceed.
Next steps: staff said they would confirm the foundation’s appropriation requirements and proceed with the application and, if awarded, follow the appropriation and project‑approval process described to the council.
