Other speakers and staff argued that updated data and a stakeholder‑led process would allow the city to reconcile conflicts (for example, between the land use plan and a later historic‑district designation), produce up‑to‑date implementation steps and identify where additions or clarifications are needed.
Council members proposed and adopted an amendment to the resolution clarifying that the study should emphasize action steps and strategies to meet previously established goals while allowing consideration of new additions. After the amendment passed, members voted to table Resolution 26 to Jan. 5 to allow more time for revisions and stakeholder discussion (vote on tabling: 6 ayes, 2 nays).
Next steps: The Area Plan Commission will be asked to prepare an amendment to the comprehensive plan that updates data and recommends action steps; the amended resolution will return to council and APC for formal adoption if the process proceeds.
