The extension was requested because work authorized under the original COA was not finished within the required two‑year period.
Noah, the HPC program manager, told commissioners the project’s proposed addition and carriage structure comply with the district guidelines and that the guidelines themselves have not changed since the COA was first granted. The petitioner said the delay resulted from permit timing and a split permitting approach that left the accessory structure without an issued permit in time; the petitioner apologized for the delay and asked for additional time to complete the garage/ADU work.
Commissioners asked whether the neighborhood design review committee had weighed in; staff said no new neighborhood feedback was received. After discussion a motion to grant a two‑year extension carried on a roll‑call vote recorded in the meeting as 5–0.
The commission noted the extension applies only to the lot where the main house is located and that any work on adjoining parcels would require separate approvals. The petitioner was advised to coordinate with staff on final permit submittals and to return to the commission if plans change materially.
