Resident urges council to publish FY2024 ACFR and preserve vendor data cited in decisions

During the Jan. 14 public‑comment period, lifelong Bloomington resident Kevin Keough urged the council to prioritize transparency and records retention after the city's FY2024 annual comprehensive financial report (ACFR) missed promised publication dates. Keough—who identified himself as a certified information systems security professional and former IT auditor—told the council the ACFR was due by Sept. 30, 2025 and promised by Dec. 31, 2025 but remained unavailable as of the meeting.
Keough also raised a separate records concern: at a recent Board of Public Works meeting staff cited attendance figures for the Fourth Street Festival (1,700 Saturday; 1,600 Sunday) based on vendor Placer.ai, but he said the city had told a reporter those underlying vendor records were not retained because the data stream was "live." Keough said data used to justify policy decisions must be reproducible, retained and subject to public review; otherwise it should not be used as the basis for policy.
Council thanked the commenter and did not provide a detailed written response on the record during the meeting; Keough asked the council to ensure records supporting public decisions are preserved and disclosed as required by law.
