Summary
The board approved a permanent easement that gives Harold Fryer and successors legal access to his landlocked property at 800 John Ruh Avenue after a survey and proposed easement document were reviewed by city counsel.
The Michigan City Board of Public Works and Safety approved a permanent easement Jan. 20 that grants Harold Fryer access to his landlocked property at 800 John Ruh Avenue. Attorney Barry McDonald, representing Fryer, told the board that survey work and a legal description had been completed and a proposed form of easement had been submitted to city counsel. McDonald said the easement will place maintenance, plowing and liability responsibility on Fryer and his successors rather than the city.
McDonald described the parcel as historically surrounded by city‑owned property and said the easement formalizes what is already a gravel drive. Board members confirmed the city attorney and staff had reviewed the agreement and the board approved the easement by roll‑call vote. McDonald thanked the board and the matter will be implemented by the street department.
