Developers present plan to add ~2 acres to Midland Point PD for proposed Aldi store

Mark Leach, senior land‑use planner at Faegre Drinker, gave an introductory presentation on Dec. 16 proposing to add roughly 2 acres east of Midland Point into the Midland Point Planned Development to accommodate an Aldi grocery store.
Leach said the subject parcel is currently zoned R‑1 and that the proposed amendment would bring the northern portion into the planned business zone to fit the store and additional parking while the southern portion adjacent to existing R‑5 areas would remain low‑density residential (R‑1) within the planned development. He explained that part of the parcel would be dedicated immediately for Westfield Road and Midland Point Boulevard right‑of‑way and the remaining area rezoned to plan business to allow the store footprint and parking layout.
"Some of that existing parcel would be dedicated right away for Westfield Road and also at the Midland Point Boulevard, but then the rest of that would be zoned plan business," Leach said during his presentation.
Council members asked clarification questions about which portion of the parcel would remain residential and whether the Aldi would require additional land. Leach confirmed the southern portion would remain R‑1 and that the Aldi would occupy the northern area; no formal hearing occurred and the presentation concluded with Leach saying the applicant will return to planning staff and Plan Commission for public hearings.
Next steps: Staff will process the rezoning/PD amendment application and schedule the item for Plan Commission review and public hearing. The council did not take final action at the Dec. 16 meeting.
