Noblesville council approves budget transfers for parks, claims and minutes

At its Oct. 21 meeting the Noblesville City Council approved two fiscally neutral appropriation transfers and handled routine business including approval of claims, previous meeting minutes and committee reports.
Council approved Transfer TA-5-25, a transfer within the Parks & Recreation budget to align appropriations for summer and fall camp activities. Tom McDonald said additional supplies and services costs stem from higher camp participation and added activities; he noted camp programs are largely self-supported by registration fees and that this action "is not an additional appropriation," but an internal realignment.
The council also approved Transfer TA-6-25, a transfer within the parks improvement and rehabilitation budget to move funds from capital outlay to services and other charges to pay for professional design and technical services for the Dillon Park playground and splash pad project and, to a lesser extent, signage design at Seminary Park.
Motions to approve both transfers were moved, seconded and approved by hand vote 5–0. The council also moved to approve claims as presented and approved the Oct. 7 meeting minutes and the Oct. 7 executive session memorandum; those votes were recorded as hand votes, 5–0.
Council received third-quarter summary reports of fiscally neutral appropriation transfers per RC-1-25 and grant proceeds appropriations per RC-2-25 and acknowledged staff for that work. The meeting adjourned with no public comments.
