DOVER — The Senate Education Committee opened its meeting with a brief presentation of Senate Bill 223, a housekeeping change to personnel‑record retention in Title 14 of the Delaware Code.
Chair Senator Laura Sturgeon said SB 223 clarifies that charter schools are included in the statute governing personnel records so that retention expectations match Delaware Public Archives standards. She described the bill as a code cleanup that does not create new categories of records, does not expand access to personnel files, and carries no fiscal impact or new reporting requirement.
Kendall Masett, identified in the hearing as executive director of the Delray Charter Schools Network, testifying in person, said charter schools already adhere to the retention standard and expressed support. The chair said she would not call Department of Education witnesses unless committee members had questions and asked the public to submit any written comments for the record.
The committee moved on to other business without taking a vote on SB 223.
