Senator Patty John asked where Delaware’s “blind side” is for banking; Collison replied the state risks falling behind on innovation and digital assets. She urged updating Title 5 of Delaware’s banking code and proposed creating an innovation officer to coordinate research and policy, saying the University of Delaware’s STAR Campus and its Center for Advancing Financial Equity could be a local resource.
