Henrico staff withdraws proposed land exchange with Islamic Center after board questions

A proposed property exchange between Henrico County and the Islamic Center of Henrico — which would have conveyed about 0.6 acres of county land in exchange for just over an acre from the center to create an egress-only access onto Galaxy Road — was discussed on Jan. 27 and then withdrawn for further work.
Staff described the exchange as recommended by the director of real property and said the county would retain the larger parcel for future recreational use. Several supervisors raised detailed concerns about ensuring the egress would be paved, marked for exit-only, maintained at fire-truck width and protected by deed restrictions or a development agreement. Supervisor Schmidt specifically asked whether legal instruments could ensure the county’s enforcement rights if the parcel left county ownership.
Staff said the exchange agreement and deed can include provisions (no parking, egress-only, no commercial use) and that the deed could be drafted to require paving and signage. Nonetheless, staff proposed to withdraw the paper so they can draft additional protections and re-advertise when ready. The paper was withdrawn (no final vote taken).
What’s next: Staff will redraft the exchange agreement and consider a development agreement or additional deed provisions before returning to the board for consideration.
