Henrico approves $24.7 million engineering award for East End water transmission main; SCADA amendment also authorized

Henrico County on Dec. 16 authorized major water‑system work intended to strengthen supply and control systems in the eastern part of the county.
The board approved a $24,672,098 contract to Whitman, Requardt & Associates for professional engineering services to design and support installation of roughly 70,000 linear feet of 42‑inch transmission main to improve water service to the eastern county. Department of Public Utilities director Bentley Chan told the board the project will traverse three of the county's five magisterial districts and that the contract authorization allows the county manager or purchasing director to execute the contract in a form approved by the county attorney and to approve necessary amendments up to 15% of the original contract amount.
Separately, the board approved a fourth amendment to a previously awarded engineering services agreement with Arcadis for the countywide SCADA (supervisory control and data acquisition) system replacement project. Public utilities staff said the amendment adds $1,012,182 for construction‑phase services, bringing the total reported contract amount to the figure read at the meeting; staff stated the SCADA replacement covers 34 pumping stations, the water treatment facility and reclamation facilities, and said the project is expected to reach final phase completion at the drinking water plant in 2026.
Board members praised the speed of project advancement and described the work as a long‑term investment in the county's water infrastructure. "This is a monumental project that will have impact upon this county for decades," the chair said, thanking staff for quickly moving to engineering design.
