VDOT tells Hanover supervisors $7.8 million planned for county resurfacing; SmartScale and TAP timelines set

Philip Frazier, VDOT resident engineer for the Ashland Residency, briefed the Hanover board on maintenance and capital programs, telling supervisors that VDOT anticipates approximately $7.8 million in resurfacing investment in Hanover County for the coming program year.
Frazier outlined three resurfacing contract types—plant-mix asphalt overlays, surface-treatment chip seals, and slurry/cape seals—explaining where each treatment is commonly used. He highlighted a Transportation Alternatives Program (TAP) application for pedestrian improvements on Atlee Road near Combs that scored seventh in the state and second in the Richmond District, and noted that scorecards will go to the Commonwealth Transportation Board and may be adopted into the Six-Year Improvement Program.
Frazier also reminded the board that the SmartScale pre-application process opens March 2 and full applications open June 2, encouraging county staff to pursue funding for local priorities. He provided an overview of planned projects that will be shared with staff and said he will return with distribution lists for specific route treatments.
Board members thanked VDOT for cooperation on local constraints and asked follow-ups on resurfacing timelines, specific project lists and pothole follow-ups; VDOT offered to coordinate and distribute the project list to county staff later in the week.
