The Hanover County Planning Commission voted to recommend approval of REZ2025-00009, a rezoning request by Tammy H. Jones to convert an A-1 parcel at the terminus of Colvincrest Drive to RS (single-family residential) to create 13 building lots.
Staff planner Gretchen Biernat described the 8.98-acre property, the comprehensive-plan suburban neighborhood designation, and the applicant’s conceptual plan showing a Colvincrest Drive extension to a cul-de-sac, 13 lots, and about 7.13 acres of proposed open space. Biernat said the applicant submitted eight proffers covering minimum house size, garage-loading standards (50% bridal-loading garages; front-loading garages limited in projection), building material guidance (brick/stone accents and foundations), tree preservation in common areas, and a road cash proffer of $5,000 per lot. Staff noted one minor outstanding request: provide typical lot dimensions on the conceptual plan prior to the Board of Supervisors hearing.
Several nearby residents spoke in opposition, raising concerns that construction traffic (developer estimated 2–3 years buildout) would accelerate wear on Colvincrest Drive, reduce safety for children where sidewalks are absent, reduce green space and wildlife habitat, and alter HOA arrangements (one proffer would incorporate the new lots into an HOA modeled on the adjacent Cool Spring Forest HOA or create a substantially similar HOA). Resident Jay Sledge asked about repaving commitments; Laura Wright and Whitney Bakers emphasized loss of woods, wildlife, and increased traffic; Roger Jones asked about hours of construction.
The applicant’s representative said the developer would repair any damage to roads caused by construction, would seek to join the Cool Spring Forest HOA (or adopt similar covenants if not accepted), and estimated full buildout in two to three years, with construction generally Monday through Friday during daylight hours. Staff confirmed the county ordinance prohibits construction between 9 p.m. and 7 a.m.; the applicant agreed to more restrictive, weekday-only construction hours on request.
Commissioner Parker moved to recommend approval of REZ2025-00009 with proffers dated 09/09/2025, adding language that the developer will handle road damage caused by construction and limit construction hours to Monday through Friday; Commissioner Heizer seconded. The motion carried unanimously.
The planning commission’s favorable recommendation will be forwarded to the Board of Supervisors for final action. Staff requested the applicant provide lot-dimension information prior to that hearing.
