Board reorganizes leadership, adopts bylaws and appointments; authorizes American Tower lease signature

The Greene County Board of Supervisors completed standard organizational business on June 13, electing leadership for 2026 and taking a slate of procedural actions and appointments.
Supervisor Goolsbee nominated Steve Catalano for chair; Supervisor Davis seconded. On a roll call the board voted to install Catalano as chair (four ayes, one member absent). The board then installed a vice chair after nominations and roll-call voting.
The board adopted the 2026 bylaws as submitted and approved the meeting calendar for the year.
During consent-agenda discussion members pulled Item B to clarify delegation language in a 2023 resolution that restated broad authorities for the county administrator. The board instead approved a narrow motion specifically authorizing the county administrator to execute a lease with American Tower for an antenna on a water tower. The motion to give the administrator signing authority for that lease passed by roll call.
The board also individually approved a series of appointments and liaison assignments for 2026, including representatives to the Agricultural and Forestal District advisory board, the Central Virginia Regional Jail Authority, the Piedmont workforce network council (voting and alternate representatives), Ravenna River Basin Commission members, the Social Services Board, the Thomas Jefferson Planning District Commission, and other regional roles. Several supervisors noted scheduling conflicts for daytime meetings and agreed to reassign or cover duties as needed.
All procedural motions and appointments were adopted by roll-call votes recorded in the meeting minutes; no formal motions failed during the organizational portion of the meeting. The board adjourned after a final certification of closed-session compliance and a brief administrator update.
