The applicant told the board the horses are for personal/pleasure use and that they plan to build a barn only after the SUP is granted. Board members and staff asked clarifying questions about fencing, pond access and whether the water features are continuous; staff referenced USGS mapping and said the small overflow/drain in question is typically dry.
A motion to approve the SUP with the planning commission’s recommended conditions passed by roll call vote with all members recorded as voting "aye." Staff will finalize the permit and conditions in the SUP documentation.
