Fitzgerald told the committee the change primarily corrects naming that might give the mistaken impression the act applies statewide; he said the reviser of statutes office would correlate overlapping edits if similar bills pass, and that he has prepared an amendment to incorporate the LB7 43 optional‑payments provision into LB8 22 if the committee desires a single vehicle for both changes.
A proponent, Sean Kelly, called the measure a technical bill and asked the committee to trust the drafting. Committee staff recorded one letter in support and no opposition; the committee closed the hearing and the chair invited members to stay for a brief executive session.
