Natural Resources Committee hears two reappointment hearings for Game and Parks and Natural Resources slots

The Natural Resources Committee heard two appointment items on Nov. 27.
Chair Tom Brandt introduced Scott Castles, a commissioner at large for the Nebraska Game and Parks Commission from Omaha, who described his eight years on the commission and said the panel is largely self-funded through fees. Castles highlighted three priorities for the next four years: pursuing a centrally located park (private funding), improving hatchery operations and focusing on access and user experience to broaden park usage.
Later the committee heard from Scott Dicke, who spelled his name in testimony and described a background in natural resources and water management, including work for the Lower Republican Natural Resources District and as irrigation and water services manager at the Central Nebraska Public Power and Irrigation District. Dicke said he has experience with both groundwater and surface water projects and expressed interest in the Natural Resources Commission and the Water Sustainability Fund. Committee questions focused on the fund’s reduced appropriations and whether approved projects remain funded; Dicke said approved projects are still being served but that available funds are lower than historic levels.
Both appointment hearings were question-and-answer focused and closed with no formal action by the committee. Chair Brandt moved the meeting to the next agenda item and then to executive session after the public was excused.
