The Frederick County Planning Commission voted Jan. 21 to forward the 2026–2031 Capital Improvement Plan to the Board of Supervisors with a positive recommendation.
Planning staff described the CIP as a five‑year schedule of major capital expenditures meant to guide the Board and to allow the county to accept proffers tied to development. Staff said the plan’s total cost is about $422,000,000 this year (up from about $320,000,000 last year), with the largest single addition the inclusion of a fifth middle school. Staff noted the commission’s program committee had recommended approval but reiterated the document was not fiscally constrained and that the Board/finance committee has the responsibility to schedule and fund projects.
Commissioners questioned the degree to which the CIP should be fiscally constrained and how the plan interacts with proffers and development approvals. Commissioner Thomas moved and the commission approved forwarding the plan to the Board; the item will be considered by the Board of Supervisors on Feb. 11.
What happens next: the Board will review the CIP as part of budget preparation; project scheduling and funding will be decided by Board and finance staff.
