County staff told the commission the applicant’s revised proffers reduce the maximum unit count to 830 (down from 866), include four design modifications (including an increased maximum gross density of 5.8 units per acre and allowing age‑restricted multifamily buildings up to 60 feet), and set phasing limits such as no more than 200 units built every two years and a cap of 375 residential units until at least 20,000 square feet of commercial space in Land Bay 1 is constructed. Staff also noted a $2,000,000 cash proffer for off‑site transportation improvements and a one‑acre dedication to the Department of Game and Inland Fisheries for trail connectivity.
