Frederick County accepts federal LWCF award for Old Charlestown Road Park

The Frederick County Board of Supervisors voted to accept a Land and Water Conservation Fund (LWCF) award to help build Old Charlestown Road Park, staff told the board during Wednesday’s meeting.
County staff said the park site comprises roughly 25 acres adjacent to Jordan Springs Elementary School and that an earlier 24‑acre parcel was proffered to the county in 2003; an additional one‑acre parcel was purchased later. The board’s parks master plan, developed with the Parks and Recreation Commission, shows athletic fields, a walking trail, playground, restrooms and a hard surface court for futsal and basketball.
The LWCF award is a reimbursable, 50/50 matching federal grant administered through the Virginia Department of Conservation and Recreation on behalf of the National Park Service, staff said. "Our project was selected for an award," a staff presenter said, and asked the board to approve the project agreement.
A motion to approve the project agreement carried on a roll call vote with each supervisor responding "Aye." Chair announced the board had authorized staff to execute the agreement and pursue the matching funds.
The county will use the grant to reimburse eligible park costs while matching the award with local funds, staff said. Project details, construction schedule and the county’s required match will be included in subsequent staff reports and the capital budget process.
The board’s approval authorizes staff to complete the project agreement and proceed with the LWCF process; staff told the board they would return with implementation details and any required budget adjustments.
