The Yuba City Planning Commission voted to approve a resolution finding the project categorically exempt from the California Environmental Quality Act and to grant Use Permit 2502 to allow an existing parking lot at 226 Bridge Street to serve as off-site parking for a planned church on 2546 2nd Street.
Staff presentation noted the church’s planned seating established a 75-space parking requirement; staff said there are currently about 40 adjacent on‑street spaces and six on‑site spaces, and that the proposed off‑site lot would provide the remaining 29 spaces. "The distance to access the church from the off‑site parking is 85 feet," staff said during the presentation. Staff also told commissioners the applicant will restripe the lot and some on‑street spaces to improve visibility and that ADA access and parking standards will be reviewed during the building permit process.
"This use permit is for the use of an existing parking lot at 226 Bridge Street as off‑site parking for a planned church use," a staff presenter said, and explained that off‑site parking requires a use permit under the municipal code. The staff report recommended adopting a resolution to determine the project is categorically exempt under CEQA (citing sections 15.301 and 15.332) and to approve the use permit subject to conditions.
At the public hearing, John Ochapenti, a Yuba City resident who identified himself as the project representative, described the congregation as "a small church" that plans two services and said the off‑site lot is largely a precaution for future growth. "I really doubt we're gonna use any of that parking lot, but what we're doing it for mainly is in the future, should they grow some," he said.
A commissioner moved to adopt the CEQA resolution and approve Use Permit 2502 subject to the conditions of approval; the motion was seconded and commissioners recorded affirmative votes. The agenda shows the chair recused themself from this item prior to the public hearing. The motion passed.
