Miss Worley, the staff presenter, said the property at 5047 Leeds Manor Road is an adaptive reuse of a 1930s auto repair garage and that the applicants "are requesting to amend their existing special exception to add a new retail shop use in addition to the art gallery." She said the retail shop would sell essential foods such as milk, eggs and bread with a focus on locally sourced products, would not change the building exterior or parking lot, and would operate from 8 a.m. to 9 p.m. daily.
Commissioners asked about outdoor display and outdoor storage. One commissioner said the distinction matters for aesthetics and suggested language limiting outdoor storage while permitting tasteful display on the porch; staff said they could revise the condition language and work with the applicants before the evening hearing. Staff reported receiving no letters of comment prior to the meeting; the commission will take the item forward for the public hearing later in the evening.
The property currently has four standard parking spaces and one accessible space; staff estimated the combined uses could generate about 20 vehicular trips per day based on the gallery's experience over the past three years.
