Commission forwards Hume gallery’s request to add a small farm store to supervisors

The Planning Commission on Jan. 21 voted to forward a special-exception application (SPEX-25-025777) for an art gallery in Hume to add a small retail farm store that sells primarily locally sourced essentials.
Staff explained the site is a converted 1930s auto repair garage at 5047 Leads Manner Road that received adaptive-use approval in 2021. Staff said the proposed hours are 8 a.m. to 9 p.m. daily, no exterior building changes are planned, and the existing lot provides four standard parking spaces and one accessible space. Staff noted three letters of support and one letter expressing concerns about parking, deliveries and hours.
Applicant Brett Ludden told the commission the gallery has struggled to cover its operating costs and partnered with Remnant Farm Store to offer items such as milk, eggs, bread, locally produced meats, olive oil, pastas and vegetables. "It's locally sourced ... enough things that you could very reasonably pull together everything you need to make a meal," Ludden said, adding the applicant observed roughly 20 vehicle trips per day during a recent pop-up.
A commissioner asked whether the product mix and trip estimate include items beyond milk, eggs and bread; Ludden reiterated the locally sourced focus and said most visitors purchase items when they come.
With no public opposition speaking at the hearing, the commission closed the public hearing and voted to forward the special-exception request to the Board of Supervisors with a recommendation of approval. The Board will consider final approval in February.
